Calaveras County is seeking a professional level civil engineer to join our Disaster Recovery and Capital Improvement Project team. Incumbent will  perform a variety of  field and office civil and transportation engineering work related to the management, planning, design, construction and maintenance of County projects and programs in the area of capital improvements. 



Under direction, to perform a variety of difficult field and office professional civil engineering work; Direct and coordinate the engineering program for a designated division of the department; Take charge of work on projects, including training and directing subordinate professional and technical staff; Serve as technical advisor to subordinate staff; Direct and coordinate inspection of Public Works construction projects; and do other work as required.



The Associate Civil Engineer is a management level class in the professional engineering series and performs work that is highly complex and difficult.  Work assignments include management of major projects and/or division head of a specific area in the department.  It is distinguished from the Civil Engineer in that the latter is usually assigned a portion of a major project or a relatively small project not requiring in-depth knowledge of highly technical design principle.



  • Plans, organizes, directs and coordinates the activities of a specialized division of engineering services
  • Selects, trains, assigns, supervises and evaluates subordinate engineers and technical staff
  • Serves as a professional resource to staff, the public and other agencies on technical engineering subjects
  • Develops and establishes program priorities for assigned section
  • Directs the preparation of and approves project plans
  • Negotiates and prepares contracts
  • Prepares and approves legal documents for projects such as bid proposals
  • Reviews consultants’ work for contract conformance and assists county counsel staff in resolving contract disputes
  • Inspects projects and writes progress reports
  • Prepares or assists in the preparation of project plans and specifications
  • Prepares documents and reports related to public works facilities
  • Performs difficult professional engineering work on major projects including cost analysis, projected time tables of various stages of assigned projects, progress reports and required specialized research
  • Directs the work of professional and technical subordinates assigned to specific projects
  • Prepares annual and long range budgets for assigned section and/or special taxing districts
  • Reviews, authorizes and controls section’s expenditures
  • Makes presentations to the Board of Supervisors, various boards and commissions, and prospective funding agencies on budget matters and project proposals
  • Reviews and analyzes legislative impact on existing engineering regulations and requirements
  • Drafts code and regulation changes in compliance with legislative revisions
  • May service as a witness in court.



Knowledge of:

Principles, practices and techniques of civil engineering; statistics and advanced mathematics including algebra and analytic geometry; correct methods of using engineering equipment including computers, calculators, drafting and surveying instruments.


Skill and Ability to:

Organize work, establish priorities and set goals and objectives; identify and define technical problems; apply principles of logic and scientific reasoning to develop and evaluate alternative courses of action to determine appropriate solutions; knowledge of principles of supervision as they relate to training, directing and review the work of subordinates; read, understand and interpret complex technical and legal documents, math, technical drawings and plans, and other engineering material related to hydraulics, soil mechanics, surveying and related disciplines; retain and recall factual, technical data and legal provisions; effectively communicate verbally sufficient to convey technical information and give instructions; write clearly and concisely with technical accuracy, reports, correspondence, and records; adjust to workload changes and work under stress to meet deadlines; maintain effective working relationships with all levels of representatives from governmental and private agencies, construction and consultant contractors, co-workers and the general public; take charge of projects from inception to completion.


Education and Experience:

Graduation from an accredited college or university with a Bachelors degree in Civil Engineering and four years of increasingly responsible professional engineering experience.



  • Possession of a valid California Driver’s License at the time of appointment.
  • Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers and Land Surveyors (PE).
