The Department


The Calaveras County Building Department  encompasses the Building and Code Compliance Divisions.  A seventeen member staff, including code enforcement and supplemented by contract and temporary workers as needed, provides assistance regarding building permits and/or land use questions, including code compliance and special events.  The Department also provides permit processing designed to expedite the permit approvals while ensuring a high degree of review of incoming projects. 

The Building Division exists to protect the public against hazards associated with the construction, use and occupancy of buildings and structures and to contribute to the County’s economic vitality and quality of life by ensuring the built environment complies with codes designed to safeguard life or limb, health, property and the public welfare. 

We are committed to providing the highest level of plan review and inspection services to our customers through enforcement of Building, Plumbing, Mechanical, Electrical, Fire,  County and State mandated requirements which regulate and control the design, construction, quality of materials, use and occupancy, location and maintenance of all buildings and structures within our jurisdiction.

The Code Compliance Division is responsible for enforcement of the County Code including zoning/land use, property maintenance, oak tree / landmark tree conservation, abandoned vehicles, substandard housing, graffiti, junk and debris, weed abatement, housing and dangerous buildings, and illegal use of structures.

The Building Department staffing consists of seventeen full-time staff members; two building inspectors, two plans checkers, four permit technicians, one accounting technician and five code enforcement officers.

With an annual budget of $940,362, the Building Department’s funding comes from Building Permit Fees, Licenses and miscellaneous revenue. The Code Compliance Division is a separate budget unit with a blend of funding from Building Permit Fees, Nuisance Abatement and Abandoned Vehicle Abatement totaling $326,276 annually.


Issues, Challenges, and Opportunities


With the devastation of the 2015 Butte Fire, our Building Official will play a vital role in the overall building and recovery efforts of Calaveras County.

The Butte Fire destroyed 549 homes and damaged 14; destroyed 368 outbuildings and damaged 11; and destroyed four commercial buildings and damaged one.  As our new Building Official, your experience, patience and resilience will be crucial to helping our residents rebuild their lives.

The recent urgency ordinance allowing medical cannabis commercial cultivation in the County and the upcoming ballot vote and will present another potential challenge for the new Building Official.


The Position


Reporting directly to the Board of Supervisors and County Administrative Officer, the Building Official  is an at-will department head that will be responsible for the overall operation of the County’s Building and Code Compliance divisions. 

The Building Official carries out the objectives of the Board of Supervisors by providing the efficient delivery of public services and will be responsible for:

  • Providing day-to-day leadership and training for the building and code compliance employees and contractors through communication and demonstration of the organization’s Vision, Mission and Values;
  • Planning, supervising and coordinating the activities of the County Building Department and associated permitting activities.
  • Overseeing Code Compliance, Abandoned Vehicle Abatement Program and the permitting of sewage/septic disposal systems within the County.
  • Preparing reports and makes presentations before the Board of Supervisors and other agencies and groups.
  • Developing and monitoring departmental budget, including revenue and expenditure accounts.
  • Developing revenue projections for use by other management personnel.
  • Directing construction inspection work related to building, electrical, mechanical and plumbing phases of building construction or alteration to ensure compliance with existing codes and regulations.
  • Serving as County construction coordinator, overseeing the implementation and management of specialized county construction projects.
  • Developing and monitoring individual programs such as permitting, plans checking and field inspections.
  • Reviewing plans checking work and serves as final authority for the approval of plans at the departmental level.
  • Solving complex building inspection code related problems.
  • Acting as Subject Matter Expert by interpreting and translating the intent of codes and ordinances relative to building safety and construction.
  • Identifying problems and implements corrective solutions.
  • Working effectively with builders, contractors, the general public and those contacted throughout the course of business.



The Ideal Candidate


Our new Building Official will be an experienced professional and politically astute administrator who has the ability to see the big picture and confront problems with a positive attitude.

The ideal candidate will have a stellar understanding of model codes and code interpretation; building, mechanical, electrical, plumbing and fire codes, and who can strategize in anticipation of issues and consequences, lay out facts and present alternatives.

Our new Building Official will have:

  • Five (5) years of responsible work experience in construction with demonstrated knowledge of Uniform Building Codes;
  • Five (5) years of supervisory experience, two of which should be at the level of a Chief Building Official/Deputy Community Development Agency Director or equivalent;
  • Certification as a Building Official from the International Code Counsel (ICC);
  • Valid CA driver’s license;
  • Preferred Bachelor’s degree in a related field.
