POSITION SUMMARY

The Calaveras County Office of the Assessor is seeking a Cadastral Mapping Specialist to join their team.  This position is full time, with a work schedule of 7:30 am to 4:00 pm. and comes with an excellent benefits package, including medical, dental, vision, a CalPERS pension and much more. There will be a practical exam and panel interview for this opportunity.

Under general supervision, perform a wide variety of cadastral mapping services, interpret documents affecting title and boundaries of property, assist the public by providing related information, and perform related work as required.

 

This classification series will be revised at the end of June with a proposed salary increase to the II level of $4.00 and an additional III level.

 

DISTINGUISHING CHARACTERISTICS

Cadastral Specialist I

This is the entry-level position in the Cadastral Specialist series.  Incumbents perform skilled cadastral drafting work using manual and electronic methods in the preparation and maintenance of County Assessor’s maps.  Cadastral Specialist I differs from Cadastral Specialist II in the difficulty of the level of work assigned. 

Cadastral Specialist II

This is the mid-level position in the Cadastral Specialist classification series.  Incumbents are expected to perform a full range of duties related to cadastral and mapping services.  Typical tasks include those listed for the Cadastral Specialist I with the expectation that a Cadastral Specialist II can perform more complex tasks with limited direction.



EXAMPLE OF DUTIES

Cadastral GIS Technician I/II

  • Performs technical assignments related to providing Cadastral and GIS base mapping and computer analysis support to departmental staff and others; produces reports for internal and external customers when requested.
  • Maintains mapping software; compiles new descriptions and adds or updates to assessor’s parcel maps; recreates older maps with CAD software.
  • Produces standard GIS end products including maps, tables and reports.
  • Utilizes sophisticated electronic technology to CoGo (Coordinate Geometry) trace and plot real property maps.
  • Monitors changes in ownership law; collaborates with title companies, attorneys, and customers on legal descriptions and title issues.
  • Computes and plots land descriptions of properties; presents tabular data in spatial and graphic formats.
  • Researches land ownership data, titles, and parcel numbers; confirms that deeds accurately describe real property parcels.
  • Revises official assessment maps, records, and other documents to reflect changes in ownership, acreage or parcel divisions.
  • Researches old deeds for legal descriptions and ownership determinations.
  • Interprets legal descriptions of property, metes, and bounds.
  • Assists appraisers in locating property.
  • Performs engineering and surveying mathematics as applied to mapping and GIS tasks.
  • Provides information to the public, title companies and attorneys regarding property boundaries, location, and title in an understandable manner.

 

Cadastral GIS Technician III

  • Performs the most complex and difficult assignments related to providing Cadastral (CAD) and GIS base mapping and computer analysis support to departmental staff and others.
  • Provides technical training and direction to other Cadastral GIS Technicians as assigned.
  • Maintains mapping software; compiles new descriptions and adds updates to assessor’s parcel maps; recreates older maps with CAD software.
  • Produces standard GIS end products including maps, tables and reports.
  • Receives and responds to internal and external requests for GIS and provides Cadastral and GIS base mapping and computer analysis support; produces reports for customers.
  • Evaluates, recommends, and implements software, hardware or supplemental equipment to upgrade map drawing capabilities.
  • Analyzes mapping problems, evaluates alternatives and makes recommendations for solutions.
  • Utilizes sophisticated electronic technology to CoGo (Coordinate Geometry) trace and plot real property maps.
  • Monitors changes in ownership law; collaborates with title companies, attorneys, and customers on legal descriptions and title issues.
  • Computes and plots land descriptions of properties; presents tabular data in spatial and graphic formats.
  • Researches land ownership data, titles, and parcel numbers; confirms that deeds accurately describe real property parcels.
  • Revises, or oversees the revision of, official assessment maps, records and other documents to reflect changes in ownership, acreage or parcel divisions.
  • Researches old deeds for legal descriptions and ownership determinations.
  • Interprets legal descriptions of property, metes, and bounds.
  • Attends meetings, seminars, conferences, and trainings, as appropriate, to enhance job knowledge and skills.
  • Performs engineering and surveying mathematics as applied to mapping and GIS tasks.
  • Provides information to the public, title companies and attorneys regarding property boundaries, location, and title in an understandable manner.
  • Performs related duties as required



MINIMUM QUALIFICATIONS

Knowledge of:

Principles and technologies related to cadastral mapping and equipment; nomenclature, symbols, methods, practices, techniques and instruments used in drafting and mapping; techniques of complex map drafting and computerized base map creation; regulations and requirements of California mapping systems; engineering mathematics such as algebra, geometry and trigonometry, customized AutoLISP routines, macro creation, symbol attribute process automation; AutoCAD and related Autodesk LLD products; ARC View and related products; assessment identification systems; State of California Revenue & Taxation Code.

 

Education, Training and Experience:

Cadastral Specialist I

Equivalent to graduation from high school and two years college course work, including at least twelve semester/18 quarter units in CAD/GIS studies, drafting, engineering, surveying, architecture, or closely related field AND minimum two years drafting experience in an AutoCAD environment using current software releases.  Additional qualifying experience in an Assessor’s office and/or preparing CAD/GIS drawings may be substituted for the education requirements on a year-for-year basis.

Cadastral Specialist II

In addition to the above, three years experience at the level of Cadastral Specialist I or its equivalent is required with the County and the recommendation of the Department Head.

 Licenses, Certificates, or Registrations:

  • Possession of a valid California driver’s license.
  • Industry related CAD or GIS certificates are highly desired.
