Under immediate supervision, the Planner Trainee position provides public assistance at the front counter and phones, interprets and enforces zoning regulations, prepares reports, and performs related duties as required.
Under immediate supervision, learns to perform research, compile and analyze data, and assist staff with planning studies. This is a trainee level classification.
Duties may include, but are not limited to, the following:
- Researches and reviews technical reports, maps and plans; compiles data for planning projects. Documents sources of information and contacts for project record.
- Conducts or performs analysis of data, planning and environmental issues. Develops recommendations for action and/or alternatives.
- Responds to inquiries from the public which entails communication of complex regulations in a manner that facilitates resolution of conflicts.
- Makes public and staff presentations. Organizes and uses display materials.
- Prepares written staff reports, technical reports, planning study reports and correspondence.
- Provides vacation and temporary relief as required.
Principles, methods and procedures of city, County and regional planning; physical, social and economic implications involved in regional planning; research methods including statistics.
Skill and Ability to:
Communicate effectively, both orally and in writing; learn the methods and techniques required to perform professional planning activities; establish and maintain effective working and public relations as necessitated by work assignments; conduct basic research and prepare clear and concise reports.
Training and Experience:
Equivalent to graduation from high school and two years of general experience working in a land use agency. An Associate’s degree may substitute for up to one year of the required experience. A Bachelor’s degree may substitute for the experience requirement.
Possession of an appropriate California driver’s license issued by the State Department of Motor Vehicles may be required;

Physical Demands and Working Conditions:
Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings; physical ability to sit or otherwise remain stationary at work post for long periods of time; manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate person and by telephone.
