The Calaveras County Sheriff’s Department is responsible to preserve the peace and to prevent crime; investigate public offenses which have been committed; arrest person who attempt to commit or who have committed a public offense; attend to the courts and act as the court crier; obey the lawful orders and directions of the courts held within the County; take charge of the County jail and the prisoners in it; and serve all process and notices in the manner prescribed by law. As such, the Sheriff’s Department is responsible for eight (8) separate budget units, in excess of 19.5 million dollars. There are approximately 96 staff members supplemented by extra-hire labor for court security, and a multitude of volunteers.
The Department’s collective responsibilities include:
· Patrol division including apprehension of criminal suspects, gathering and preservation of evidence, crime prevention activities
· Civil division;
· Custody division; detention of incarcerated inmates as required by state, federal, case law, and applicable regulations
· Communications Center; management of 911 dispatch call center
· Marine Safety
· Search and Rescue (CCSAR)
· Calaveras Multi-Jurisdictional Methamphetamine Enforcement Team (Cal-MMET)
· Calaveras Narcotics Enforcement Unit (CNEU)
· Marijuana Enforcement
· Off Highway Vehicle Patrol (OHV)
· Chaplain’s Program
· Community Substations
· Volunteer Unit
The ideal Business Administrator will be strong and decisive, with a proven track record of financial management, and financial forecasting and analysis. · Advocacy for the department and the entire County
- Prepares budgetary documents. This includes, but is not limited to, preliminary budget reports, proposed budget, Mid-year budget reports and final budget reports. Manage the complex accounting of separate bookkeeping and accounting of multiple governmental budget units.
- Prepares and delivers purchasing and cost reports. Conducts accounts payable and receivable (Billing) for the Sheriff Office. Manages local, state and federal grants and grant reporting requirements.
- Interacts with vendors and contractors.
- Prepares cost estimates and cost delivery reports. Briefs and reports to Sheriffs Management of financial and budgetary matters.
- Operates a telephone, computer and computer related software. Must be familiar with Sheriff’s Office and County computer and software operating systems Microsoft Outlook, Word, Excel, PowerPoint Windows.
- Prepares Cost projections.
- Works with employee payroll and interprets MOU, employee contract and union materials.
- Completes and submits grant applications and reports.
- Requests budget changes, submits transfers to governmental departments.
- Reviews, analyzes, evaluates and recommends long and short range budget plans and cost projections.
- Evaluates expenditure patterns to assure all critical needs are met.
- Ensures that record keeping meets the requirements of auditors and government agencies
- Arranges for purchase of capital assets and equity financing.
- Manages the capital requests and budgeting processes.
- Accurately prepares complex summary financial reports and statements.
- Identifies accounting problems, reviews factors, selects alternatives and takes corrective action.
- Consults and advises Sheriff’s Management in formulating and implementing policies and procedures relative to fiscal services, budgeting and other general business activities.
- Represents the Sheriff’s Office at meetings and on governmental audits.
- Supervises Sheriff’s Services Technician staff
- Plans, assigns, supervises, trains, reviews and evaluates work of subordinate staff.
- Delivers accurate governmental reports in a public setting.
- Works effectively with multiple governmental agencies, vendors and employees including law enforcement staff during times of emergency and or during disasters.
- Maintains confidentiality in sensitive personnel or law enforcement situations.
- Works cooperatively with other county departments and department heads.
- Functions effectively in a law enforcement chain of command environment.
- Other duties as assigned.
Principles, practices, and techniques involved in the administrative, budgetary and personnel management activities of a designated County department; principles of governmental accounting, financing and budgeting; automation applications and operations; contract preparation and administration; research, analysis and evaluation techniques; budget preparation and control; operation of a variety of office equipment including a computer and assigned software; and exemplary oral and written communication and interpersonal skills.
Skill and Ability to:
Perform a variety of activities involved in the overall administrative, budgetary and personnel management activities of a designated County department; coordinate and organize office and business activities and flow of communications and information to ensure effective and efficient outcomes; supervise, train and evaluate the performance of assigned staff; evaluate administrative management problems and present appropriate corrective alternatives, solutions and recommendations; interpret, apply and explain rules, regulations, policies and procedures; establish and maintain, effective working relationships with others; and plan and organize own work and work of others.
In addition to the expected knowledge, skills and abilities:
Graduation from an accredited four-year college or university with a Bachelor’s degree in business or public administration, accounting or a closely related field, including 6 semester or 9 quarter units of accounting.
Job related, professional-level experience may substitute for the required education, except for the required accounting units, on a year-for-year basis.
In addition, five (5) years of increasingly responsible professional-level experience involving work with a variety of administrative operations. One year of the required experience must have been in a supervisory position.

Physical Demands and Working Conditions:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to attend various County and off-site meetings; vision to read printed material and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas in frequently required. Finger dexterity is needed to access, enter, and retrieve data using computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, and well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.
